That is a brace to stiffen up the body twisting, and strut tower brace. The other reason it there is to isolate the battery area from the boot section, if it's left open the is a chance someone will overload the boot with metal objects and short the battery terminal if touching, I have seen it happen before, loose metal gym parts moved and accidentally shorted the Batt positive to the body causing a mysterious flat battery.

Use Tesa tape. It's what the OEM hardness use that is that soft abrasion resistive tape from the factory. Way cleaner than electrical tape.
